On second thought, since we added energy at the front, and since hurricanes have cyclonic winds then the warmer water that travels under the hurricane will get caught up by the faster winds travelling around from the back to the front, and will clobber the barges, thus adding the man generated energy to the hurricane making it worse.

The reason land reduces a hurricane's strength is because the energy gets sucked out of it by transfering the energy to warming the land a few degrees.
Instead of adding energy to the hurricane the best way to reduce its strength is to take the energy out of it. So just have all those barges let the winds spin the turbines and run the energy back to land and use it for productive purposes. Like building stronger seawalls.

I read recently that a hurricane brings together about 200 times more energy than mankind all put together.
So if we put that much energy into the front of the hurricane (all generated by a self contained barge with a perpetual motion machine) to negate it, then haven't we just added extra energy to that location such that we have just generated the next hurricane right behind the first with the warmer water that we sucked down in front of the first one? Only this time its a category 6 hurricane because we added energy.
DO NOT mess with Mother Nature, she's stronger than we are!.
